Ok, the Pandemic has destroyed small business that occupy brick and mortar stores, food trucks. Depending on the state involved restriction might be lenient or stringent.
The fact is when ever there is an enclosure  without the right ventilation system, despite wearing a facemask or practicing social distancing the potential for catching the virus is high.
The overall majority of us is scared to eat  inside a restaurant enclosure. Right now, carry out and delivery is the safest way right now. Yes, there are those that have no fear and unwilling to change their lifestyle based on this terrible virus. The overall affect of these establishments being  cut down to 25% or 50% capacity is not enough to sustain  their business. Many have shut down. There has to be a better way.

In Asia and the Far East they have set up market places consisting  of  an open enclosure, protected from the elements with electricity and water and depending on the total square footage, they can determine the number of vendor spaces whether back to back with other vendors  (kiosk) that include  a central kitchen facility to allow every vendor to make their fresh goods to sell that day. Ansul systems and fire extinguishers, in the main kitchen area.  A Farmers market  year round.  This would provide small business with a kiosk at a huge savings and allow their reputation to build up based on their delicious food.
I was scrolling on the internet and Philadelphia has the Reading Terminal Market which could be used for sole standing buildings .
We in Bel Air, MD has like many other small towns malls that have gone by the waist side, and easily converted to a food vendors, kiosk marketplace.
 Towns with normally could offer a Farmers market style structure.
The bottom line is small business can explode with 100% occupancy in well ventilated systems 360 degrees. 
People are more likely to support small business vendors and more than happy to do their share to support small business.
Politicians want to throw money around but really its how to address the immediate issues in a safe and methodical manner.    
Then a satellite is being tested, if successful then it can expand, jobs being provided, small business can expand, more people working.
Vendors has to be providing unique dishes and not the big multi national conglomerates. 
Investments can be made to upgrade their vendor spot, small refrigeration units, freezers, gas stoves protected.
Business times need to fluctuate . Weekends establishments should be open late for the partying crowd .
Money to buy never stops, its how long do  merchants want to work.
Business has to change and they have to think differently.
The success marketed correctly will increase foodie tourism for the stte generating much needed revenues  that was otherwise was spent paying out unemployment benefits.
